Competence Collaboration

Published on 11 November 2025 at 18:56

Building Skills for a Sustainable Blue Future. Southern Norway is rapidly expanding its land-based aquaculture sector, driven by innovation, technology, and sustainability. To meet the growing demand for qualified professionals, a regional collaboration is underway to strengthen education, training, and recruitment in aquaculture.

Through a combination of specialized RAS courses, vocational training, and career development programs, the initiative aims to create new job opportunities, enhance process competence, and support sustainable value creation — fully aligned with Regionplan Agder 2030.

A joint effort to ensure the next generation of talent for Norway’s blue economy.

Competence Collaboration for Increased Employment and Sustainable Value Creation

Several key players in Southern Norway are making major investments in land-based aquaculture, with a strong focus on innovation and new technology — both essential to success.

Equally important, however, is ensuring access to qualified labor. Therefore, this project focuses on building a competence partnership that promotes recruitment, process competence development, and sustainable value creation.

The project involves a comprehensive assessment and implementation of measures to establish a unique educational and training offering in the region — helping to address both current and future challenges related to the availability of skilled professionals.

The initiative targets multiple groups and levels of competence needs, including:

  • From entry-level to advanced process competence – for job seekers and those pursuing new professional opportunities within the blue economy.

  • Specialized RAS courses with complementary content for high school students.

  • Mapping and developing relevant programs at vocational college level, ensuring that companies gain access to personnel with the right skills.
